These discussions around AltGr are always a depressing read.
As a regular user, not being able to make the OS match what I see on the physical keyboard is needlesly infuriating.
Currently, no ammount of twiddling around modifiers or keymaps allows me to make Haiku match what I see/type, due to the lack of a *separate* "level 3" (AltGr) modifier.
It matters little if scancodes for AltGr is the same as right-alt, or whatever. The point is that for many of us Haiku users, we can't have "our way" (make system match the "physical reality" of our keyboards), while it seems that people happy with the status-quo *do* have it the way they want.
Rejecting the idea of AltGr is refusing to let users make their system match the expected behaviour. Is exclusionary, and user-hostile.
"This OS is different, get used to it". Sure, constantly switching between Spanish/Latin American and US-International, plus having to jump between 3 different OSes... makes that REALLY easy. Just let me set things so they match what is written on the keyboard, FFS. It doesn't affects you in any way, you can have all your mac-isms, I swear I won't steal them.
